Scam Check Hub

Check phone numbers, Telegram, URLs, and bank accounts against community reports

Community reports are user-submitted and reflect the experiences of our users. They are not verified findings and do not represent legal or official determinations. Always exercise caution with unknown contacts.

Report a Scam

About this tool

The Scam Check Hub lets people in Cambodia check a phone number, Telegram username, website domain or bank account against community-submitted scam reports before they reply, pay or click. You pick a target type, enter the value, and the tool shows how many reports exist, what categories they fall into and a confidence level derived from the report count and how recent the reports are. It also accepts new reports: anyone can submit a scam report with a description, and the report enters a pending state until it is reviewed. It is a community information tool, not an official blacklist: reports are user-submitted and unverified, the results are not legal or official determinations, and a clean result never proves a contact is genuinely safe. Use it as one input into your own caution, alongside your bank, your carrier and common sense, and confirm important identities through official channels before acting.

How it works

Each lookup is normalised before matching: phone numbers become +855 format, Telegram handles lose the @ and t.me/ prefix, URLs are reduced to the domain, and bank accounts are cleaned of spaces and dashes. The tool then counts active reports for that normalised value and derives a confidence level: no display below 3 reports; low confidence from 3–4 reports, and from 5–9 reports when the most recent one is older than 90 days; medium confidence from 5–9 reports with a report within the last 90 days, and from 10+ reports when the most recent one is older than 30 days; high confidence only at 10+ reports with a report within the last 30 days. Submissions are rate-limited to one report per target per device fingerprint per 24 hours and start as pending. Reports with a pending status do not appear in lookup counts until they have been reviewed and activated.

Use cases

  • A shopkeeper checking an unknown Telegram buyer who insists on prepayment before sending goods
  • A job seeker verifying a recruiter’s phone number after receiving a suspicious offer
  • A homeowner checking a contractor’s bank account number before transferring a deposit
  • A person who received a scam call reporting the number so others can see it
  • A small business checking a supplier domain before paying an invoice sent by email
  • An NGO staff member checking a phone number used in a phishing SMS claiming to be their bank

Frequently asked questions

  • Is a clean result proof that a number or account is safe?

No. The hub only shows community reports that exist today. A target with zero reports may simply be new, or may never have been reported even though it is dangerous. Absence of reports is not evidence of safety — treat unknown contacts with the same caution you would without this tool, and confirm identities through official channels.

  • Is this an official or government blacklist?

No. The data is crowdsourced: visitors submit reports, and the tool itself tells users that reports are not verified findings and do not represent legal or official determinations. A high report count reflects many user reports, not a police or banking authority conclusion. For official fraud channels, contact your bank or the relevant authorities directly.

  • How is the confidence level calculated?

Confidence comes from two numbers: how many active reports exist for the target and how recently the latest one was filed. Fewer than 3 reports shows no level; 3–4 is low; 5–9 is medium only while the newest report is within 90 days (otherwise it falls to low); 10 or more is high only while the most recent report is within 30 days (otherwise it falls to medium). Older clusters drop to a lower level, so confidence decays as reports age.

  • Why is my submitted report not counted immediately?

New reports start in a pending state and only active reports are included in lookups, so your submission will not appear in counts until it has been reviewed and activated. Submissions are also limited to one per target per device per 24 hours to slow down spam and duplicate flooding.

  • What target types can I check?

Four types: phone numbers, Telegram usernames or t.me links, URLs or domains, and bank account numbers. Each is normalised before matching — for example a local phone number starting with 0 is converted to +855 format and a Telegram handle is compared without the @ — so the same target reported in slightly different formats still matches.

  • Who can submit a report and can it be anonymous?

Anyone can submit without an account. A reporter name is optional and a description helps reviewers understand the report. Because submissions are tied to a device fingerprint for rate limiting, your identity is not published with the report, and choosing to stay anonymous is fully supported.

Data and accuracy

Community-submitted reports stored in the site’s own PostgreSQL database (scam reports table). Lookups count only active reports; confidence combines the report count with the age of the most recent report (30-day window for high confidence, 90-day window for medium). Submissions are rate-limited per device and start as pending until reviewed.
